Position Overview
The Project Manager, ELPA will play a critical role in ensuring the successful implementation and administration of the state English Language Proficiency Assessment. This individual will be responsible for overseeing all aspects of the assessment process, providing technical assistance to districts on EL requirements, and managing professional learning opportunities to support educators in effectively serving English Language Learners. Please note: this role does not allow for any form of remote work, including telecommuting or hybrid arrangements. Prospective candidates should be aware that the responsibilities associated with this role require physical presence at the designated workplace in Oklahoma City, Oklahoma.
Minimum Qualifications
- Bachelors degree in education or a related field [official transcripts required upon hire];
- Three (3) years experience teaching English Learners at the K-12 level;
- Or an equivalent combination of education and experience, substituting one year of relevant experience for each year of the required education.
Preferred Qualifications
- Masters degree in education or a related field [official transcripts required upon hire];
- Fluency in both Spanish and English;
- Experience with translating documents from English to Spanish.

Essential Functions
- Knowledge & Expertise: In-depth knowledge of ELPA administration procedures, including test development, logistics, scoring, and reporting. Familiarity with the assessment's content, format, and standards is essential for ensuring its effective implementation statewide. Understanding of federal and state regulations pertaining to English Language Learners (ELLs) and language proficiency assessments.
- Administration of ELPA: Coordinate and oversee the administration of the state English Language Proficiency Assessment, including test development, logistics, scheduling, and reporting.
- Technical Assistance: Provide expert guidance and technical assistance to school districts on English Language (EL) requirements, including language development programs, accommodations, and support services for ELLs.
- Professional Learning: Develop and manage professional learning opportunities for educators focused on best practices for supporting ELLs, language acquisition strategies, culturally responsive teaching, and effective use of assessment data.
- Data Analysis: Analyze ELPA results and other relevant data to identify trends, areas for improvement, and opportunities for targeted support to districts and schools.
- Collaboration: Collaborate with internal and external stakeholders, including district administrators, educators, community organizations, and other state agencies, to ensure alignment of ELPA administration and support efforts with broader educational goals.
- Compliance: Ensure compliance with state and federal regulations related to English Language Proficiency Assessment and support services for ELLs.
- Documentation & Reporting: Maintain accurate records, documentation, and reports related to ELPA administration, technical assistance activities, and professional learning initiatives.

Physical Demands and Work Environment
- Work Environment includes:
- Office Setting: Climate?controlled office setting with exposure to moderate noise; the employee is frequently required to talk, walk, and stand; this position requires long periods of sitting and daily use of computer and phone. Must be able to remain in a stationary position 75% of the time.
- Physical Demands include:
- Ability to stand, reach, and bend 50% of the time;
- Operates a computer and other office productivity machinery, such as a calculator, copy machine/printer, and office telephone 75% of the time;
- Ascends/descends stairs 25% of the time;
- Ability to lift to 25 lbs.
